U Požarevcu je održana završna konferencija projekta „Exchange 3“ kroz koji se u urbanističko i prostorno planiranje ulože bezmalo 350.000 od čega je Еvropska unija uložila 300.000 evra dok je ostatak finansirao grad Požarevac zajedno sa partnerskim opštinama. Ovom skupu su prisustvovali predstavnici lokalnih samouprava kao i Еndriju Hedi, predstavnik Delegacije Еvropske unije u Srbiji koji je govorio o detaljima ovog projekata od izuzetnog značaja i saradnji sa partnerskim opštinama koje su obuhvaćene aktuelnim planovima.

– Sprovođenje ovog projekta za budućnost realizovano je kroz više prostornih i urbanističkih planova kao i niz pratećih aktivnosti koje će omogućiti praćenje implementacije samih planskih dokumenata i obezbediti njihovu dostupnost i primenu kako stručnim licima i javnim preduzećima tako i svim zainteresovanim građanima, rekao je između ostalog, gradonačelnik Požarevca Miodrag Milosavljević.

Inače, grad Požarevac je u septembru 2010. godine započeo sprovođenje projekta “Prostorno i urbanističko planiranje za budućnost“, čiji je cilj poboljšanje uslova za planski održivi razvoj kroz izradu i usvajanje relevantnih planskih dokumenata u skladu sa zakonom. Projekat finansira Еvropska unija kroz Еxchange 3 program, vrednost projekta je 346.975 evra, od čega 300 000 evra predstavlja donaciju Еvropske unije, dok je iznos od 46.975 evra učešće Grada Požarevca i partnerskih opština. Projekat je trajao 17 meseci i Grad Požarevac ovaj projekat sprovodi u saradnji sa partnerskim opštinama iz Srbije, opštinom Kučevo, Petrovac na Mlavi i Velikom Planom.

Sprovođenjem projekta “Prostorno i urbanističko planiranje za budućnost“ realizovano je više prostornih i urbanističkih planova, kao i niz pratećih aktivnosti koji će omogućiti praćenje implementacije samih planskih dokumenata i koje će obezbediti njihovu dostupnost i primenu, kako stručnim licima i javnim preduzećima tako i svim zainteresovanim građanima. Prostorni plan grada Požarevca, kojim su stvoreni uslovi za održivi razvoj u skladu sa energetskim, prirodnim i drugim raspoloživim potencijalima; omogućeno je infrastrukturno opremanje; date smernice za izradu planova nižeg reda, date su mere i instrumenti za implementaciju plana i definisana građevinska područja sa pravilima za uređenje i građenje, a što će omogućiti izdavanje građevinskih dozvola na lokacijama izvan gradskog građevinskog područja.

Zajednička aktivnost za sve partnerske opštine jeste uvođenje Geografsko – informacionog sistema u rad lokalnih samouprava kroz nabavku GIS softvera, računarske opreme i obuku zaposlenih, što će omogućiti bolji pregled planske dokumentacije, kao i praćenje implementacije istih, a u cilju daljeg razvoja GIS sistema.

Zvanična internet prezentacija grada Požarevca takođe je finansirana iz sredstava Projekta. Novi sajt je urađen po preporukama Republičkog zavoda za informatiku i internet i sugestijama NALЕD-a, čime su ispunjeni svi kriterijumi u pogledu sadržaja, funkcionalnosti, tehničkih i vizuelnih mogućnosti i dostupnosti svim kategorijama korisnika. Sajt je prilagođen svim zahtevima poslovanja jedne savremene lokalne samouprave i njenoj ulozi kao servisa građana. Aktivnosti na projektu dale su značajan doprinos u razvoju sektora planiranja, koji je polazna osnova razvoja i stvaranja pogodnog investicionog okruženja. Takođe su postignuti rezultati u međuregionalnoj i međuopštinskoj saradnji, razmeni znanja i iskustava.In Pozarevac held the final conference of the „Echange 3“ through which the urban and regional planning invest almost 350 000 of which the EU has invested € 300,000 while the rest was financed by the city Pozarevac with partner municipalities. The city of Pozarevac in September 2010.  started implementation of project “Spatial and Urban Planning for the Future“, aimed at improving the conditions for sustainable development planning through the development and adoption of relevant planning documents in accordance with the law. The project is funded by the European Union through the Exchange Program 3, the value of the project is 346 975 euros, of which 300 000 euro donation represents the European Union, while the amount of 46 975 euros and the participation of the City of Pozarevac partners municipalities. The project lasted 17 months and the City Pozarevac project conducted in collaboration with partner municipalities in Serbia, municipality „Kucevo“, „Petrovac na Mlavi“ and „Velika Plana“.

The implementation of the project “Spatial and Urban Planning for the Future“ was realized several spatial and urban plans, and various other activities that will allow monitoring of the implementation plan documents themselves, and that will ensure their availability and use, as experts and the public enterprises and all interested citizens. Spatial plan of Pozarevac, which created the conditions for sustainable development in line with the energy, natural and other available resources; enabled infrastructure equipment, guidelines for the preparation of plans of lower level, given the measures and instruments to implement the plan and construction areas with defined rules for planning and construction, which will allow the issuance of building permits in locations outside the urban construction area.

A common activity for all partner municipalities is the introduction of Geographical – the information system in the work of local governments through the purchase of GIS software, computer equipment and staff training, which will allow better viewing of planning documentation, as well as monitoring their implementation, in order to further the development of GIS systems.

Official Web site of Pozarevac also was funded by the project. The new site was developed by the recommendations of the National Information Technology and the Internet, and suggestions of „NALED“, which have met all the criteria in terms of content, functionality, technical and visual features and accessibility to all categories of users. The site is suited to all business requirements of a modern local government and its role as a service for citizens. Project activities made significant contributions in developing the plan, which is the starting point of development and creation of favorable investment environment. Also the results achieved in the inter-regional and inter-municipal cooperation, exchanging experiences and knowledge.
