Regionalna razvojna agencija „Braničevo-Podunavlje“ je u saradnji sa Regionalnom razvojnom agencijom „Koroška“ organizovala studijsku posetu regionu Koroška u Sloveniji, koja je realizovana u periodu od 4. do 8. marta 2012. godine. U studijskoj poseti su pored predstavnika RRA “Braničevo-Podunavlje” učestvovali Gradonačelnik Požarevca, g-din Miodrag Milosavljević i predsednik opštine Petrovac na Mlavi, g-din Radiša Dragojević, sa svojim saradnicima.

Ova poseta je prva od dve koje su planirane u okviru zajedničkog projekta dve Agencije „Uspostavljanje modela saradnje i integracije opština za izradu zajedničkog projekta gradske infrastrukture sa posebnim osvrtom na upravljanje otpadom“. Svrha ove studijske posete bila je da se gradonačelnici i predsednici opština iz regiona Braničevo-Podunavlje upoznaju sa samim projektom KOCЕROD, odnosno višegodišnjim procesom pripreme i realizacije projekta izgradnje Regionalnog centra za upravljanje otpadom regije Koroška.

Učesnici studijske posete imali su priliku da se susretnu sa projektnim timom, direktorom regionalnog komunalnog preduzeća, predsednicima opština iz regije Koroška i glavnim izvođačima radova. Takođe su posetili lokacije pomenutog Centra (reciklažni centar i deponiju) i upoznali se sa detaljima projekta, a posebno najsavremenijim tehnološkim rešenjima koja su primenjena u skladu sa standardima Еvropske unije.

Takođe tokom studijske posete delegaciji iz Srbije predstavljeni su i projekti iz drugih oblasti koji su finansirani sredstvima iz fondova Еvropske unije, kao što su formiranje dva biznis inkubatora, izgradnja hostela za smeštaj mladih u regionu, izgradnja postrojenja za prečišćavanje otpadnih voda, kao i projekat unapređenja turističke ponude regiona Koroška.

Prema rečima učesnika, poseta je bila izuzetno korisna, posebno kad su u pitanju iskustva slovenačkog tima vezana za proces pripreme projektno-tehničke dokumentacije, samu implementaciju projekta od uspostavljanja modela saradnje i potpisivanja međuopštinskog sporazuma, preko edukacije stanovništva o primarnoj selekciji na izvoru, do izbora izvođača, izgradnje i stavljanja u funkciju Regionalnog centra za upravljanje otpadom. Zaključeno je da se veliki deo iskustva u Koroškom regionu može direktno primeniti i u našim lokalnim samoupravama i regionu Braničevo-Podunavlje.

Inače, projekat „Uspostavljanje modela saradnje i integracije opština za izradu zajedničkog projekta gradske infrastrukture sa posebnim osvrtom na upravljanje  otpadom“ se realizuje u periodu od septembra 2011. do septembra 2012. godine, a u iznosu od cca. 28.000 € se finansira sredstvima Bilateralne međunarodne razvojne pomoći Republike Slovenije. Osnovni cilj projekta je prenos znanja i iskustava slovenačkih partnera u pripremi i implementaciji projekta KOCЕROD – Regionalni centar za upravljanje otpadom Koroške regije, koji se u vrednosti od preko 20 miliona € finansira sredstvima Kohezionih fondova Еvropske unije i 12 opština regiona Koroška.

U okviru projekta, planirana je i studijska poseta Sloveniji stručnog tima koji je u regionu Braničevo-Podunavlje angažovan na na poslovima upravljanja otpadom na lokalnom i regionalnom nivou, kao i konsultativne posete slovenačkih stručnjaka Braničevsko-Podunavskom regionu.Regional Development Agency „Branicevo-Danube“ in cooperation with the Regional Development Agency „Koroska“ organized a study visit to Slovenia in the region of Koroska, which is realized in the period from 4 to 8 March 2012. year. In a study visit by representatives of the RRA „Branicevo-Danube“ participated Mayor of Pozarevac mr. Miodrag Milosavljevic and Mayor of Petrovac na Mlavi mr. Radisa Dragojevic with his associates.

This visit is the first of two planned a joint project of the two agencies „Establishing the model of cooperation and integration of municipalities for the development of a joint project of urban infrastructure with special emphasis on waste management.“ The purpose of this study tour was to mayors from the region Branicevo-Podunavlje familiar with the project itself „KOCEROD“ or multi-year process of preparation and realization of the construction of the Regional Waste Management of Koroska region.

Participants in the study tour had the opportunity to meet with the project team, the director of the regional utility company, the mayors from the region of Koroska and the main contractors. They also visited the sites of Centre (landfill and recycling center), and described the details of the project, especially the latest technological solutions that are implemented in accordance with EU standards.

Also during the study tour delegation from Serbia presented the projects in other areas that are financed with funds from European Union funds, such as the formation of two business incubators, the construction of hostel accommodation for young people in the region, construction of facilities for waste water, and a program to improve tourist region of Koroska.

According to participants, the visit was extremely useful, especially when it comes to experience the Slovenian team to the process of preparing design and technical documentation, implementation of the project itself by establishing a model of inter-municipal cooperation and the signing of the agreement, through education of the population of the primary selection to the source, the choice contractors, construction and putting into operation of the Regional Centre for Waste Management. It was concluded that a large part of the experience in Koroska region can be directly applied to our local governments and Branicevo-Danube region.

Otherwise, the project „Establishing a model of cooperation and integration of municipalities for the development of a joint project of urban infrastructure with special emphasis on waste management“ is realized in the period from September 2011. until September 2012. year, and amounting to approx. € 28,000 is being financed by bilateral international development assistance to the Republic of Slovenia. The main objective is to transfer knowledge and experience of Slovenian partners in the preparation and implementation of the project KOCEROD – Regional Waste Management Carinthia region, which is worth over € 20 million financed by EU Cohesion Funds and 12 municipalities of Koroska. Planned study of projekt is to visit Slovenia and professional team that is in the region Branicevo-Danube engaged in the business of waste management at local and regional levels, as well as consultative visits of Slovenian experts Branicevo-Podunavlje.
